In compliance with House Bill 204 - "Protection of Athletes with Head Injuries Act", North Sevier Recreation has implemented the following policy which requires adherence by all coaches, volunteers, parents, legal guardians, participants and representatives of North Sevier Recreation, Salina City, Aurora City and Redmond Town.
A Concussion is a brain injury, and all brain injuries are serious.
· They are caused by a bump, blow, or hit to the head or by a blow to another part of the body with the force transmitted to the head.
· They can range from mild to severe and can disrupt the way the brain normally works.
Even though most concussions are mild, all concussions are potentially serious and may result in complications including prolonged brain damage and even death if not recognized and managed properly.
Even a slight bump on the head can be serious.
Symptoms and signs of concussions may show up right after the injury or can take several hours or days to completely appear.
If an athlete reports any symptoms of a concussion or if you notice the symptoms of concussion yourself, seek medical attention right away.
It is difficult to detect a concussion and most sports concussions occur without loss of conciousness.
Participating in a sporting event after a concussion can leave an athlete vulnerable to a greater injury or death.
There is an increased risk of significant damage from a concussion for a period of time after the concussion occurs, particularly if the athlete suffers another concussion before completely recovering from the first. This can lead to prolonged recovery, or even severe brain swelling with devastating and even fatal consequences.
Concussion Action Plan
What should a parent and/or guardian do when a concussion is suspected?
· Report the suspicion to the coach and North Sevier Recreation Director:
- Look for Symptoms and signs of a concussion:
· Headache
· Feeling dizzy or sluggish, or foggy
· Bothered by light or noise
· Have double or blurry vision
· Vomit or feel sick to your stomach
· Have trouble focusing or problem remembering
· Feel more emotional or "down"
· Feel Confused
· Have Problems with Sleep
- Concussions feel different to each person, so its important to tell your coach and Recreational Director how your athlete feels.
- When in doubt remove the athlete from play.
· Ensure that the athlete is evaluated right away:
- DO NOT try to judge the severity yourself, get assistance from a qualified Heath Care Professional as soon as possible.
· Allow the athlete to return to play only with permission from a qualified Health Care Professional.
- Repeated concussions prior to recovery can increase the likelihood of further problems.
- No Participant should return to play or practice on the same day a concussion has been diagnosed.
- A letter from your doctor is mandatory to return to play.
· Both Coach and Parent should record the following:
- The cause of the head injury and with what force
- Any loss of consciousness and for how long
- Any memory loss immediately after the injury
- Any seizures immediately after the injury
- Any other pertinent information you may think will help the Heath Care Provider
This policy aims to establish a clear Anti-bullying policy for ALL athletes and coaches. All Coaches and Athletes agree to abide by the outlined rules and understand the consequences of engaging in bullying behavior.
· Zero Tolerance
Any form of bullying, including physical, verbal and cyberbullying, will NOT be tolerated.
· Respect
Athletes must show respect towards teammates, coaches, opponents, and any other individuals involved with the sporting program.
· Inclusivity
I agree to promote a supportive and inclusive team environment for ALL members.
· Reporting
I agree to report any incidents of bullying to the coach or a responsible authority immediately. (Parent, Recreational Director, Teacher, etc.)
Definition of Bullying
· Physical Bullying: Hitting, Pushing, or other forms of physical aggression.
· Verbal Bullying: Name calling, insults, or other derogatory comments
· Cyber Bullying: harassing or threatening messages sent through digital platforms.
· Social Bullying: excluding someone from activities or spreading rumors
Consequences for Bullying
· First Offense
- Verbal Warning from Coach
- Immediate suspension from one game
- Written apology to the victim
· Second Offense
- Mandatory Meeting with the coach, parents, athletes and Recreation Department
- Suspension from three games
- Probationary Period where the athletes behavior is closely monitored.
· Third Offense
- Expulsion from the Team
- No Refunds Given.
As a North Sevier Athlete, I agree to the following:
· I will be a role model for my peers, both on and off the field.
· I will exhibit behaviors that reflect positively on myself, my team, and my community.
· I will not engage in any form of bullying, including physical, verbal, social and cyberbullying.
· I will promote a supportive and inclusive team environment.
· I will report any bullying incidents, whether involving myself, or something I have witnessed to the Coach or The Recreation Department.
This Code of Conduct is designed to ensure positive, respectful and a safe environment for all participants in the North Sevier Recreation Sports Program. All parties agree to uphold the standards and expectations outlined below.
For Athletes:
As a North Sevier Rec Athlete, I agree to:
· Show respect to all teammates, coaches, officials, opponents, and spectators.
· Play fairly, following the rules and showing good sportsmanship at all times.
· Attend all practices, games and team meetings punctually, unless I have informed my coach of an unavoidable reason for my absence.
· Listen to and follow my coach's instructions.
· Avoid using foul language, taunting, or engaging in physical altercations.
· Report any incident of bullying, harassment, or inappropriate behaviors to my coach or another trusted adult.
For Coaches:
As a North Sevier Rec Coach, I agree to:
· Treat all athletes, parents, officials, opponents and anyone else associated with the Youth Sports Program with respect and fairness.
· Serve as a positive role model by demonstrating good sportsmanship, integrity, and ethical behaviors.
· Create a safe and inclusive environment where all athletes feel valued and supported.
· Educate Athletes about the importance of teamwork, discipline, and respect.
· Address any issues of bullying, harassment, or inappropriate behaviors promptly and effectively.
· Communicate clearly with athletes, parents, and the Recreational Department about expectations, schedules and any changes.
· Will refrain from any aggressive physical contact or behavior towards athletes or parents.
For Parents, Guardians & Spectators
· Encourage my child to play by the rules and show respect for the efforts of coaches, opponents, and the Recreational Department.
· Support my child's participation in practices , games, and other team activities by ensuring they arrive on time and are prepared to fully engage.
· I will encourage ALL team members.
· Maintain a positive attitude in all situations and avoid negative comments.
· Adhere to the policy that only players, coaches, and when necessary, the Recreational Director are permitted on the field, court, or any area of play - No Exceptions.
· Refrain from coaching my child or other players from the sidelines during games and practices.
· Leave coaching to the designated coaches.
· Refrain from criticizing officials, coaches, or opponents.
· Refraining from abusive language or cursing.
· Recognize that youth sports involve learning experiences, understand that mistakes will happen, including by volunteer officials.
· Avoid making derogatory remarks about any player, coach, official, parent, etc.
· Take responsibility for the behavior of all family members and friends attending the games or activities.
· Adhere to the policy of no tobacco or alcohol in, on, or around any area where youth recreation activities are taking place.
· Help ensure a positive and enjoyable experience for all participants.
· Report any violations of these expectations to the Recreation Department immediately at (435) 562-1080.
· Refrain from discussing playing time or game-related issues with coaches during the game, practices, or activities.
· If concerns arise, wait until the following day to allow for a calm and constructive conversation with the coach or Recreation Director.
· Communicate any concerns or questions to the coach or the Recreation Department in a respectful & constructive manner.
· Promote a supportive and positive atmosphere by avoiding disruptive behavior or negative comments.
· Report any incidents of bullying, harassment, or inappropriate behavior to the coach or the Recreation Department Promptly.
Zero Tolerance Policy
· The North Sevier Recreation Department enforces a strict zero tolerance policy regarding violations of our Code of Conduct.
· The North Sevier Recreation Department Board of Directors will review all Incidents, and if individuals are found to be in violation of this policy, they may be banned from the current activity, and possibly future activities. Depending on the severity of the incident, the particpant being observed may also face a ban from this and other future activities.
· All decisions made by the Recreation Board of Directors are FINAL. There will be no hearings or appeals once a final decision is reached.
Consequences of Violating the Code of Conduct
Violations of this Code of Conduct may result in one or more of the following actions, depending on the severity and frequency of the offense:
· Verbal Warning from the Coach or North Sevier Recreation Department.
· Written warning and a meeting with the coach, athlete, parents and the North Sevier Recreation Department
· Suspension from practices, games, or team activities for a specified period of time.
· Expulsion from the Team
· Referral to the North Sevier Recreation Department's disciplinary committee for further action, including potential expulsion from the program.
· Depending on the offense, Legal action could be taken.
All participants acknowledge that they have read, understood, and agree to abide by the Code of Conduct for the North Sevier Recreation Youth Sports Program. They understand the consequences of violating this agreement and commit to fostering a positive and respectful environment.
Being apart of the North Sevier Recreation Youth Sports Program, you will have access to various facilities and equipment necessary for practices & games. This agreement outlines the responsibilities and expectations related to the use of these facilities & equipment.
Responsibilities & Expectations·
· Proper Use of Equipment
I agree to use all equipment provided by North Sevier Recreation , including but not limited to balls, nets, cones, and protective gear, in a safe and appropriate manner.
I will ensure that all equipment is used solely for the purpose of the youth sports program.
· Maintenance and Care
I will take proper care of any equipment while it is in my possession.
I will report any damaged or malfunctioning equipment to the Recreation Director immediately.
· Return of Equipment
I agree to return all equipment and gear in good condition at the end of the season or upon request by North Sevier Recreation.
I understand that I may be held financially responsible for any lost, stolen or damaged equipment due to negligence.
· Facility Usage
I will use the facilities provided by both the North Sevier Recreation and Other Hosting Recreations, including fields, courts, and indoor spaces, according to the schedule and guidelines provided.
I will ensure that all practices and games are conducted in a manner that respects the facilities and it's users.
· Cleanliness and Order
I will ensure that all facilities are left clean and orderly after use.
I will dispose of any trash and ensure that all personal belongings and team items are removed from the facility.
I acknowledge that no food or drink is permitted, with the exception of sealed water bottles.
I acknowledge No PETS will be permitted.
· Safety & Security
I will follow all safety guidelines and procedures while using the facilities and equipment.
I will supervise my children at all times and understand that if there are repeated incidents, We may be asked to leave.
· Compliance with Policies
I will adhere to all policies and procedures et forth by the North Sevier Recreation, as well as other Recreation Departments of Hosting Towns / Cities, regarding the use of equipment and facilities.
North Sevier Recreation understands that plans and circumstance can change. The following refund policy ensures fairness while maintaining the integrity of our programs and budgets.
General Refund Guidelines
· Refund requests must be submitted in writing or by email to nsrecreation@salinacity.org
· Refunds will only be considered before uniforms or equipment have been ordered.
· Once uniforms or supplies are purcahsed refunds will NOT be issued, except in the cases outlined below.
Refunds for Injury or Relocation
· A Pro-Rated Refund may be issued if a participant is unable to continue due to:
- A verified medical injury or illness or
- Relocation out of the North Sevier Area.
· Verification (doctor's note or proof of move) may be required.
· Must be submitted immediately.
Program Cancellations
If a program or league is cancelled by North Sevier Recreation, participants will receive a full refund or the option to transfer to another sport.
Late Withdrawals / No Shows
· Refunds will NOT be given for no-shows, schedule conflicts, or personal reasons once the season begins.
Processing
· Approved refunds will be processed through the same payment method used at registration.
· Please allow 7-10 business days for processing.

To ensure balanced teams, ordered uniforms, and organized schedules, North Sevier Recreation enforces the following policy regarding late registration.
Registration Deadlines
· Each sport and program will have a published registration deadline.
· All participants must be registered by 11:59PM on the final registration day to guarantee placement on a team and proper uniform sizing.
Late Registration Window
· A late registration period may open only if space allows after the regular deadline.
· Late registrations will be accepted on a first-come, first-serve basis until rosters or divisions are full.
· Placement is not guaranteed for late registrants.
Late Fees
· A $10-$15 late fee will be added to any registration received after the posted deadline.
· Late fees help cover rush uniform orders, administrative adjustments, and schedule re-prints.
Team Placement & Uniforms
· Late registrants may be placed:
- on teams needing additional players or
- on a waitlist if teams are full
· Uniforms and sizes for late registrations are not guaranteed and may arrive after the season begins.
Waitlist
· Once all teams are full, additional players will be placed on a waitlist.
· If an opening occurs, staff will contact waitlisted players in order of submission.
· Payment is due once a player is confirmed on a team.
No Exceptions After Schedules Are Released
· Once Schedules are finalized and distributed, no additional players will be added.
· This policy helps maintain fair play, scheduling accuracy, and roster consistency.
